 Dr. Kaoutar EL MAGHRAOUI Mr. Mohamed Ali Habouha

Dr. Kaoutar EL-MAGHRAOUI is a principal research staff member at the IBM T.J Watson Research Center in Yorktown Heights, New York. She is a member of the AI engineering research team at IBM Research AI where she is working on research at the intersection of Systems and Artificial Intelligence. She leads the end-user AI testbed of the IBM Research AI Hardware Center, a global research hub focusing on enabling next-generation chips and systems for AI workloads. In her prior roles, she has conducted research on several aspects of the AIX operating system such as performance, multi-thread and multi-core scheduling, Flash SSD storage, OS crash diagnosis and recovery, interactions with systems architecture, and applying machine learning techniques for OS problem diagnosis and prediction. Kaoutar has co-authored several conference and journal publications in the areas of systems research, distributed systems and high performance computing.

Kaoutar obtained a PhD degree in Computer Science in 2007 from Rensselaer Polytechnic Institute, Troy, New York and a Masters degree in Computer Networks in 2001 from Al Akhawayn University, Ifrane, Morocco. She was a lecturer of Computer Science in the School of Science and Engineering at Al Akhawayn University in 2001 and 2002. Kaoutar has received several fellowships and awards including the American Association of University Women fellowship, the Robert McNaughton Award for best thesis in computer science at RPI, IBM’s Eminence and Excellence award for leadership in increasing Women’s presence in science and technology, and IBM’s Tier II award for contributions to the foundational POWER software technologies and promoting these systems in Africa. She is a member of the IEEE Computer Society, Society of Women Engineers, and the ACM.Kaoutar is very passionate about mentoring and promoting the participation of women in STEM fields. She is chair of the Arab Women in Computing (ArabWIC) Anita Borg Institute Systers’ community.

Mr. Mohamed Ali Habouha, is the governor of the province of Berkane. Holder of a diploma in political science from the University of Ottawa, Mr. Habouha began his career in 1990, as an executive of the Port Exploitation Office in Agadir before being appointed head of division of operation of the port of Laâyoune in 1991. He joined the Ministry of the Interior in 2004 as secretary general of the Central Administration and was transferred, in 2005, in the same capacity to the Cabinet of the Wali of the Region of Laâyoune-Boujdour-Sakia-El Hamra. On March 1, 2010, his was nominated by his majesty the king as a governor of the province of Tarfaya and on November 26, 2010 as a governor of the Prefecture of Arrondissements of Sidi Bernoussi-Casablanca. Since the beginning of his mandate, Ms. Habouba has launched and carried out several projects qualified as smart and innovative for the benefit of the city of Bekane.

Mr. Jean-Patrice GLAFKIDES Mr. Jamal TATE

Mr. Jean-Patrice GLAFKIDES is DataValoris founder and PhD student at Université Paris VIII at the LIASD laboratory under the direction of Dr Herman Akdag, specializes in automated deeplearning model generation based on natural selection algorithms (also known as population-based training or deep neuroevolution) with it’s R&D team headed by Dr Gene I. Sher. In the domain where research teams are competing to develop and optimize state of the art deep neural network models through hyperparameter search techniques, our Phylogenetic Learning approach looks at the problem from a different angle. Phylogenetic Learning shows that the application of transfer learning to models belonging to the same phylogenetic tree results in better end result than training the final model on the same data alone. Transfer learning, brittleness, efficiency, stochastic initial weight independence, and the effect of the topology complexification on the deep learning process, are just some of the aspects that phylogenetic learning explores and helps us understand and shine a light on.

Mr. Jamal Tate , is the director of Innovation&Multichannel Market at "Banque Centrale Populaire" Since 2016. He is currently responsible for Digital Transformation and he was at the head of several projects for "Banque Centrale Populaire" namely : multi-channel banking, CRM relationship, Schema Operationalization IT Director and management of information system overhaul programs. He graduated as an engineer from the Mohammedia School of Engineering in 1997 and an E-MBA in general management from ISCAE in 2009.

Mr. Mhamed LKAIHAL Mr. Najib OURADI

Mr. Mhamed Lkaihal is currently a CEO of a local development company, "MARAFIK BERKANE" . He is a co-founder and executive member of the International Federation of Mediators, in which he is responsible for communication and marketing. He is a co-founder of the Moroccan Forum on Regional Governance and Advanced Regionalization. He is PhD  researcher in Public Law and Political Science at Agdal faculty in Rabat and  holded three master's degrees: in Public Law and Political Science specializing in Administrative and Financial Studies at Agdal Rabat faculty, in Maintenance Management at Mohammedia School of Engineers, and Master of Urban and Regional Management at the Higher Institute of Trade and Business Administration.

Mr. Najib OURADI, is currently a director of the "BU CASA NUMERIC" in Casablanca, Morocco. He graduated from the faculty of Mohamed 5, university of Rabat. He has a long career in the field of education at the level of engineering schools (EMSI, Hightech, INSEA, INPT), in which, since 1994, he is specialist in Database&ERP. He is an ORACLE and ERPS experts. He was responsible for several functional entities (Purchasing, Logistics, Audit and Management control, Contract management, etc) and since 2018, he is the responsible for the construction of the digital transformation in the city of Casablanca.

Dr. Latifa OUKHELLOU

Dr. Latifa OUKHELLOU received the Ph.D. degree from Paris-Sud University in 1997 and the Habilitation degree from Paris-Est University in 2010. She is currently the Research Director with the French Institute of Science and Technology for Transport, Development and Networks, France, and has been an Assistant Professor with the University of Paris-Est Créteil. She created the Data and Mobility Group, Grettia laboratory (Engineering of Surface Transport Networks and Advanced Computing). Her research interests concern pattern recognition, machine learning and information fusion applied to la problems and to spatio-temporal data mining for identifying driving behavior, analyzing urban mobility or monitoring energy and water smart grids. She has published over 90 papers in international scientific journals and conference proceedings. She is involved in several research projects in the field of intelligent transportation systems or urban computing for smart cities.
